• Select an image. In this tutorial, we'll be using this one:
  
• Open up Paint.NET and paste the image in.
  
• Select the Magic Wand Tool (Its selected)
  

  Select the background and your preferred color. Now press "Backspace". Your canvas should look like this:
  

• Now go to Effects>>Stylize>>Outline. A window should pop up looking like this:

  

  You can either follow the setting in there or set your own. Now we're done! Heres the result:
