Wonderful, no? ;] Anyways, here are the steps:

1. Open up Paint.NET. Paste and crop the image.

2. Select the Paint Brush Tool and use anything BUT solid color. I will be using Dark Upward Diagonal. Also select your color.

3. Now go to Layers>>New Layer and fill the image with the paintbrush tool. Confuzzled? Heres how it should look like:

4. Now go to Layers>>Layer Properties. Now you can do either (a) Select Mode: Overlay and adjust the opacity OR (b) Leave the mode as normal and adjust the opacity. I chose (a).
